ALLConverter to 3GP is a free video converter for Windows. It allows you to convert video files into 3GP or MP4 files. The application can open pretty much any standard video format. I personally tested it with MKV, AVI, and MP4 files and it worked fine with them. I only got one error when I tried to load an MKV file that had a 6-channel audio track. The application said it couldn't downsample it to one channel, but the video was loaded just fine. A standard, stereo MKV file opened fine.
In terms of design, ALLConverter to 3GP uses an image of a Samsung phone as a graphical user interface. It has a few buttons below the phone's screen that are used for the operation of the application. Only two of all the buttons are useful. The first one reads "video" and it is used to load video files. Then, "Setup" allows you to choose 3GP or MP4 as your output format. There is a button that reads "Subs" but it doesn't do anything.
In my testing, I was able to convert MKV and MP4 files to 3GP. The files played well on VLC and I didn't notice any problems with the audio or video.
