Vista Stumbler is a Network Discovery and Monitoring tool for Windows Vista, its main reason to exist is that Network Stumbler, a similar tool from another developer that isn't supported on Vista.
Vista Stumbler allows you to detect and analyze wireless networks using 802.11a, 802.11b and 802.11g standards, one of its main uses is to detect the amount of noise (interference) a network have on an specific transmission channel, network segment or location.
Using it you can also find networks that are not broadcasting its SSID (name of the network), unauthorized access to your network and or network overlapping issues, which is very useful for system administrators.
Vista stumbler is a free utility, which means that you cannot expect a wide wireless card compatibility list and still suffers from random crashes or slow performance performing some tasks.

Though it was released specifically for Windows Vista, it supports Windows Xp and 2000, which might lead it to be Network Stumbler replacement.
